I think they're pretty clear:
Colonial (5)
Towson (Auto)
James Madison
Maine
New Hampshire
Old Dominion
Missouri Valley Football (3)
North Dakota State (Auto)
Illinois State
Northern Iowa
Southern (3)
Georgia Southern (Auto)
Appalachian State
Wofford
Big Sky (2)
Montana (Auto)
Montana State
Southland (2)
Sam Houston State (Auto)
Central Arkansas
Big South (1)
Liberty/Stony Brook (Auto)
Mid-Eastern Athletic (1)
Norfolk State (Auto)
Northeast (1)
Albany (Auto)
Ohio Valley (1)
Tennessee Tech (Auto)
Patriot (1)
Lehigh (Auto)
-The only change I can see is Central Arkansas being left out for either Florida A&M or Bethune-Cookman (depending on who beats who today). I sometimes feel like the NCAA committee has a fetish for MEAC teams.

Yep ... really no other scenario I can think of.
I must say ... thank you to Missouri State (2-9) and Southern Illinois (3-8) for pulling upsets today and making the MVFC a 3 team league instead of 4/5. ALso, thanks to Florida and Elon (last week) for keeping the SoCon at 3 bids ... the CAA will take 5 teams any day.

No one doubts the 4th/5th teams from CAA are WAAAAY better than the 4th/5th teams from the MFVC.

I think the Colonial should get 6.

You nailed it right on the head. I would be suprised if it was anything but this.

What happens if Delaware wins as well?

No 7 DI wins means goodbye.
There's no way Delaware beats out any of those teams.

Well, I could see Delaware getting the nod over UCA. That's not a flat-out guarantee, mind you. But I could see it.

If they have 6, though, they could bust out the old CAA >>> Everyone Else argument. Not sure how far that will go, but I'm certain that even this year, Delaware would hand UCA their helmets on a platter.

List looks good to me.
Teams with 7 D-1 Wins staying at home will be
Duquesne 9-2 (9 D-1 Wins)
Georgetown 8-3 (8 D-1 Wins)
Bethune-Cookman 8-3 (7 D-1 Wins)

I honestly wouldn't put it past the NCAA to put two MEAC teams into the field. Remember last year when SC State had no business being included in the playoffs? I sure do.
