There doesn't seem to be a consensus agreement on this topic. For programs/fans wanting both we need an answer!
So.... WHICH SHOULD COME FIRST?

Assuming the basic stadium has adequate sightlines, capacity should stay just ahead of expected demand. Overbuilding creates a tomb-like effect on the crowd

From my perspective you have to set a good base with a decent home & visitor side as discussed before. Do not expand until capacity dictates it...then work on end zones incrementally to keep demand high.
Always build in the fact that these are tough tickets to get and the need to hold on to them cuz they are not gonna be a walk up and purchase type of deal.

It should stay just slightly behind expected capacity.

It's a tough balance. If you're in a place where a rivalry or homecoming attendance is double any other game, you don't want to be turning away too many fans on your best day to try to artificially create demand on the other days.

True but I was assuming at least 8-10K with a base on the Home and visitors sides to have as kind of a start point for future expansions. I'll amend that to be the way to do it after you are getting about 12k on a regular basis.

At NDSU it was the fans. The stadium was packed, the Old Dacotah Field. The Fabulous Fargo Dome was built. The old faithful Bison fans rejected the building, holding back attendance for many years and casting a stigma that lasts till this day in the legend of the "Dome Nazis". Its an uptight stadium with a rabid fanbase that could easily get out of hand but they are going to have to back off at least a little.
Yes, it was a 10 year grind from the opening of the Prestigious Football Arena until the move-up, an age where you could sit anywhere you wanted, pour drinks with just a dash of discreation and cheer on the Herd. No more. Its a ridgid, well controlled environment for football with a lot of discretion in favor of the Dome Authority on what behavior is acceptable. Attitude is even considered.
Fans before Stadium in Fargo for the NDSU BISON.

This is a matter of making a smart business decision. Something most fans never have to worry about with regard to their favorite teams. In today's environment, it is very difficult to expand seating and make the financial numbers work. Seating AND private suites is the best chance of making the expansion financially viable. And this assumes that every seat/suite will be sold for every game. Hell, if you haven't come close to selling every game out before expansion, you're just pissing money away. You also have to look at why your attendance is at the current level. Is it because your program has had some recent success? Is it because your program is new? Will the attendance dry up after a couple of down seasons or after the new car smell fades away?
That said, if you have a ton of private financing and don't care about how you spend it, then by all means, expand away.

You gotta have the fan base first and don't run them off later. Don't want to have 29,000 stadium with a new fieldhouse and draw 8,000 because your fans are pissed.

Interesting. TXST is expanding (had the plans 5 years ago) not having the fans and having an attendance (the past 6 years) that is 80% of capacity. Is it a waste of money? Here's the difference. If/when TXST plays known teams (to the casual fan) fans come. Playing the SLC or most other FCS teams that they haven't heard of or don't care about, attendance drops (unless the team is having a good year or it's the playoffs) Exceptions are teams like McNeese and CalPoly, Montana...etc. We love CalPoly (or if App had returned our home/home)
Fans down here want to see TXST play schools they know (ie: the big boys that UT, TT, A&M play), teams they've grown up hearing about and seeing on TV. Until that time, attendance will stay pretty much the same. I don't see the expansion that is going on in San Marcos as a boondoggle.

In the case of Roos field, doing away with the high school bleachers on the East side and making it look more DI has the potential to increase the fan base as well as help recruiting. So in our case, I think the egg wins.
