The Southwestern Athletic Conference has invited Tennessee State to join the league, The Times has learned.

Tennessee State, currently a member of the Ohio Valley Conference, plays two or three SWAC schools annually, and league officials believe the Tigers would be a good fit.

TSU athletics director Teresa Phillips, reached earlier this week, elected not to comment on the issue, but said school officials have discussed conference affiliation in recent years.

Also from article...

A SWAC insider said the league isn't looking for another member to make it a 12-team league. Instead, the league would likely do away with its football championship game and crown a regular season champion and send the winner to the Legacy Bowl against the Mid-Eastern Athletic Conference champion. The Legacy Bowl, similar to the now-defunct Heritage Bowl, which pitted the two conference champions against each other in a black college bowl game, is on the table.

this would be more expensive for TSU, and a step down in competition

Not like they're killing it in the OVC. 1998 and 99 were their last trips to the post-season.

But at least there is a chance...

Cost would be a big factor too, it would seem. In the OVC, They have 4 schools in a 2 hour drive. In SWAC, one.

In the OVC, longest trip 5 hours. In SWAC, most are that or longer, up to 13 hours.
