Does the NCAA or each school determine what time playoff games start?

There were some serious scheduling conflicts at UNI this past weekend (basketball, conference volleyball tournament, and football) all on Saturday - 2 events in the same arena.
Panther fans are bitching about the AD picking the noon start time for football, so I'd like to post that so they can chill out a little bit.

i dont have the link to thye playoff handbook, but im sure its in there. But the NCAA sets gametimes due to tv broadcasts. If they didnt teams would be fighting over time slots. Its possible though with no national broadcasts for the new early round this year that host teams were allowed to pick game times, but if that was the case, the game times fall back to the NCAA starting this weekend.

Game Time
The Division I Football Championship Committee has the final authority in determining
the start of all games in the championship, including those not being broadcast on national
television. Please note that traditional game times may need to be altered to accommodate
the broadcast of a game. First-round game times will be set by the NCAA not later than 1
p.m. Eastern time the Monday preceding the game.

NDSU chose to play their game at 6 p.m. and from what I heard they could have played it at either 1 p.m. or 3 p.m. if they wanted to.
