Interesting Move-Up Take at eGriz

I was on eGriz today for the first time in a while when I noticed a Griz fan in their version of the WAC-North thread stating that in his opinion (clearly nothing to back it up other than his own intuition) that App was more likely to move up than Montana.
Has anyone heard this? Just the idea was news to me; I hadn't been aware that anyone had even conceived the idea.
Is there anything to this, or is it just one of the weaker Griz fans spouting off?
