2.83? Doesn't make sense unless one starts doing partials, and even then giving someone 0.17 schollie hardly seems worth the effort.

My guess is that many FCS schools DO give out partial scholarships already, since FCS schools are limited to "63 scholarships", but they can be spread out among up to 85 players (as opposed to FBS, where their limit is 85 players receiving financial aid). So I'm guessing at least some FCS schools (if not all) give some partial scholarships.
And I would also guess that a program facing a 2.83 scholarship penalty would not give out 60 fullrides and only the one 0.17 partial. Even with the full 63 allotment, they probably give out some partials (i.e. 41 players get full rides, while 44 players get a 50% scholarship). Thus the penalty is spread out by slightly reducing a number of the partial scholarships (i.e. 41 players get full rides, while 44 players get 43.5% scholarships or something).
