There needs a little clarification here.

I know it matters if the team is transition from DII (e.g. UCA, ND, SD, etc..) or if the school is already DI and is starting a football team (e.g. ODU, Lamar, USA).

I think TT did a story on this but I can't seem to find it.

The problem is, the 7-DI wins thing is not an official thing, therefore, specific criteria do not exist. It's not the same as counting towards bowl eligiblity for FBS schools (there are specific criteria for that).

I suppose you could say if they count towards bowl eligibilty then they count for the 7 DI wins, and vice-versa.

I can only comment on how a move like UTSA affects other schools on their schedules...all this is quoted:

Fall 2011 • Football Championship Subdivision (FCS) Independent
• 9-11 games against NCAA FCS, Division II, Division III, NAIA opponents
• Recruit and sign third recruiting class of 20-30 student-athletes
• Eligible for FCS Playoffs so assumed eligible as a counter
Will not count as FCS opponent for Football Bowl Subdivision (FBS) bowl eligibility (90% rule)
• 40-60 scholarships

Fall 2012 • FCS Independent
• 11 games against NCAA FBS, FCS, and D-II opponents
• 6-7 home games, 4-5 away games
• Eligible for FCS Playoffs same as above
• Will not count as FCS opponent for bowl eligibility
• 63 scholarships

June 2013 • Notify NCAA of intent to advance to FBS in 2015

Fall 2013 • Reclassification Year 1
• 12 games against NCAA FBS, FCS, and D-II opponents
• Must meet all FBS requirements excluding scheduling (includes attendance req.)
• Not eligible for FCS Playoffs
• Will count towards FBS bowl eligibility

• 85 scholarships

Fall 2014 • Reclassification Year 2
• 12 games against NCAA FBS and FCS opponents
• Must meet all FBS requirements including scheduling
8 games vs. FBS opponents, 5 at home
• Not eligible for FCS playoffs
• 85 scholarships

UCA counted for us while they transitioned from DII so I would think a DI re-starting/starting football would also be a counter

The 7 win thing IS an official thing, but it isn't an AUTOMATIC disqualifier.
The official statement is:
less than seven Division I wins may place a team in jeopardy of not being selected;
It is similar to how 7-win teams are supposed to get preference for bowl bids in FBS over 6-6 teams (though that is a different circumstance, as there are many more bowl spots than there are FCS playoff spots.

There is a mandatory 2 year transition period for a team to play in FCS before moving to FBS.

OK, so then ODU didn't count last year?

I'm just trying to figure out the rule.

Didn't you write a blog on this a while ago? I can't seem to find it now.

As explained on AnyGivenSaturday, USA has taken a different approach to adding football and will be a NON-CLASSIFIED program next year.

Thanks. Gives them a little more cushion for transition and apparently teams are still willing to schedule them so it doesn't appear to hurt them really.

You missed what I was getting at. Yes the 7-win thing is in the handbook, however it is not a hard RULE. In FBS, bowl eligibility is a hard rule, with very specific requirements as to what counts as a win toward that eligibility.

Anyhow, from the look of things, it is up to the individual school as to whether they count as an FCS opponent or not (for start-up programs).

So poor UC Davis is basically playing an exhibition game against them?

Does the game still count in the stats and whatnot?

Yes they have been tragic failures at scheduling the past few years. Also this being at least the second straight year with two money games on the schedule, it looks like their athletic department is using the football team to fund all the other sports. Sucks for them. :coffee:

No idea about the stats questions but I don't see why they wouldn't count.
