Chris Bell to declare?

According to TFYDraft.com, Norfolk State WR Chris Bell is going to declare for the NFL Draft. I am trying to confirm through my NFL sources if he has indeed sent in the paperwork to declare. I know he sent in paperwork to get a grade from the NFL but have no clue what his grade was and if he has truly declared.
