It was North Central's 2nd win out of the last 3 national championships so I'm not sure it was an upset.

I think you could argue that Lance Leipold and Wisconsin Whitewater dethroned them, winning 6 championships in 8 years from 2007-2014.

Whitewater hasn't been as dominant since Leipold left for Buffalo (and now Kansas). Plus there are 0 D2 and 16 D3 football schools in Wisconsin and even more nearby in Illinois. Going D2 would increase their athletic travel costs significantly.

It’s Division 3, I’m skeptical that a successful football program can generate enough revenue to pay for increased travel costs for all sports.

Plus there is some real good D3 competition within a 2-4 hour drive of Whitewater. That includes North Central at just 2 hours away.

Money & philosophy. Whitewater is more student-centric than athletics-centric.

Plus there are a lot of natural rivalries for Whitewater in D3 and not nearly as many opportunities for them in D2. Oklahoma is bailing on their Bedlam rivalry with Oklahoma State for $30-40 million dollars per year in additional revenue. Jumping from D3 to D2 would actually cost Whitewater money.
