Yes, this is just SH's annual exercise in futility. I've cut it off after the major and historically important minor bowls, because I can't complete the minor bowls even by substituting FCS schools who didn't make the playoffs; they're just to marginal to be worth it, and I don't think there'd be enough anyway.
