Chapman is an ex-junkie with a mile long criminal record so I have no clue how his mind works. People who are prone to addiction have impulse control issues and lack the ability to think things out before acting.

He is the author of the tweet without attribution to anyone else so as far as the reader is concerned, it would be a first hand account. The USPS has been using locks like those on mail boxes as a theft deterrent since 2016. A 10 second Googles search would have shown that.
Even after the facts were pointed out to him, he does this...

You're not wrong. People aren't ready for socialism and I don't know if they ever will be. That is why if socialism is tried again in the near future, it will fail again.
