Didn't have high expectations for Caramel Harris but she has managed to fall short of them. This woman is just not good at her job.
But at least we have a wxman of cullah VP. That's what really matters.

This one is a few weeks old, but Harris went on a show with a predominately black audience and explained the Ukraine conflict like she was talking to third graders.

She’s ridiculously incompetent for her job (Biden should have tapped Val Demings) but the hay being made over this video is dumb.
I’ve watched it at length and it is obvious she is not making light of the refugee situation. She’s laughing at herself and the Pole not knowing who should go first. Its awkward but not disrespectful at all.
That said, VPOTUS defaults to laughing when she is uncomfortable (which is pretty much anytime she is in front of reporters asking tough questions) and trying to figure out what she is going to say. It is a public speaking trick that she is very bad at, and it is very awkward and off-putting.
Hillary Clinton has one of those tricks too- and it is a very common one used by lots of pols… whenever she is turning over in her head what she is actually going to say, she frequently starts with thanking the interviewer for the question, and then she always buys time by saying, “first of all, to deal with X, WE HAVE TO… blah blah blah” When Hillary says “we have to X” she’s always ad libbing.
Every public figure has these verbal tricks. Some are not very grating (like Hillary) and others will make you want to punch something or scream at your TV (Kamala)

Holy shit. Back when we had a Biden VP thread, I actually picked Harris, as I appreciated she seemed to giggle every now and then. I thought she was just having some fun with her peers. Apparently it's constant.

I had one older engineering acquaintance (he was British) that said every good engineer needs a delaying/thinking tactic for when the boss puts you on the spot. He recommended taking up pipe smoking and using the ritual of loading the pipe to provide time to think (this probably gives one a pretty good clue to his age...).
I have learned to re-ask the question in a slightly different way and ask if I understood correctly. That and rub my beard and look pensive for a few seconds.
