The problem is that they are currently in circular firing squad formation. The progressives don't have enough sense to avoid over reaching and there are a couple of moderates who are willing to torpedo the entire Party.

Because they were responding to progressive calls to pack the court following the Comey-Barrett appointment. Biden had to shore up his left flank and this was the easy way to put them off for a few months after the election.

As for why the WH would get involved at all - expanding the court would be a legislative matter and the President would have to sign.

The people that haven't finished writing the bill are complaining that the press isn't telling people what's in an incomplete bill and that people don't know what's in an incomplete bill. Is it people's fault for not knowing? The press' fault for not telling them? Or the politicians' fault for expecting people to support an incomplete bill?
