Its going to be the public paying however you fund it.

Off topic but related to airlines - there are a few places in the Pacific Islands where airlines are experimenting with a ticket price that is calculated using the weight of you and what your travelling with. Seems fair

or come up with an all inclusive $/lb. number that you can use when you book to get a close enough figure until you get to the terminal and get on the scale
