Like you said, for some. But that part of Virginia is a very unreproduceable segment of the country. Proximity to the federal government, population density that is already pretty high, concentration of where people want to go (destination) is pretty common. But heck, even for other Northeastern cities (take a Philly for example) you have nothing of that right now. People are spread out, businesses are spread out (not a lot of need to funnel everyone into Philly), and the complexity of the rail line to make it work would be cost prohibitive if it was even realistic to do. Too long ago. Rail works best in really concentrated spaces. We just have too much room and the desire for people to have space. Building a lot more rail now, in places where it doesn't exist, makes almost no sense, especially when we also are saying that more and more people don't need to go into offices to work. It's great that people like the rail system in Europe or in parts of Japan, but those demographics and distribution of people aren't the same here and aren't going to be.
Even makes less sense to devote any money to new rail not only for the work at home reason, but for the coming advent of automated cars. We can get to the "Minority Report" transportation where basically every individual car is it's own train.
Not saying it'll work in every state, but Virginia can serve as a model for some. 80% of its citizens have easy access to rail now.
