Dal is making a racial comparison to how different people woukk looks have been treated in that scenario couched within the greater discussion of race relations in America.

As SD said, there is a racial component. There were white supremacists involved but IMO it was more about the alt-righters anger and feeling disenfranchised.
I do think it's fair to ask how would BLM protesters have been treated in the same situation. You could also ask if MAGA protesters would be treated differently than BLM/AnTiFa protesters by the Multnomah County DA if this happened in Portland.
Why did you include "racial" in your question about what Biden and Harris said to stoke the flames of discord? Biden compared Cruz and Hawley to Joseph Goebbels. Biden says he wants to be the voice of unity and the left eats it up. But those are words, his actions and other words (like comparing Cruz and Hawley to Goebbels) say something different. He has no interest in respecting and fairly addressing the anger of the alt-righters. Until he does that his calls for unity ring hollow.
