If it isn't him, it's somebody else. Just saying that it's an odd thing to blame HIM for. It's part of doing business there. Like pork being added to a bill for a congressional vote. It's not right, but it's how things operate. There are plenty of things you can criticize him for, but blaming him for playing by the unofficial rules isn't a convincing one.
