You make it sound like an agency planning for something is nefarious. When I worked st the Weapons Station, there drills every few months. They were drills for active shooter, terrorist threat/attack, prison break, etc...

He wasn't shot. It was a drill. No hole in the shirt. We aren't North Korean.
