BERKELEY, Mo. — Surveillance video released by authorities show a confrontation that ended with an armed black man shot and killed by a white police officer Tuesday night, police said.

The shooting happened a few miles from Ferguson, where a white police officer fatally shot Michael Brown in August, sparking months of civil unrest.

St. Louis County Police Chief Jon Belmar said video from the scene has been released to the media.

St. Louis County police spokesman Sgt. Brian Schellman said a police officer saw two males at the side of a gas station while conducting a routine business check at about 11:15 p.m. He approached them and one of the men pulled a handgun and pointed it at the officer, Schellman said in a statement.

"Fearing for his life, the Berkeley officer fired several shots, striking the subject, fatally wounding him. The second subject fled the scene," Schellman said.

In hundreds of police departments across the country, the percentage of whites on the force is more than 30 percentage points higher than in the communities they serve

Not sure. There are a boatload of these little towns in the STL area. Each one has it's own police force, yet the County and State police cover these areas also. Each of these smaller departments operate differently than a large department would, meaning they have less resources. It's possible that this department does not have a dash cam or body cam yet.

I think it is a terrible waste of money to not transfer all responsibility to the County. To have a police department that patrols 1 square mile and 8,000 residents is stupid.

My best friend when I lived in Missoula got a ticket because his dog was barking during the day and he didn't pay it or appear. About 6 months later he got pulled over for speeding or something like that and guess what the cops did? They took him to jail to either pay the fine or post bond. Oh, he is white so I guess he was expected to get a free pass? Or is that just the way people think it is? The cop didn't want to take him in and my friend basically teased the cop about arresting a vicious criminal but the cops hands were tied, he had to do it.

While I fee bad for the gal in this story and her plight, she still sped and has to pay the fines. If you don't want to pay the fine? Don' speed, easy solution. She knew she had to pay and didn't appear, you don't appear, you pay the price at some point. Doesn't matter what color you are.

The initial fine needs to be paid. Skipping court because you can't pay or whatever reason is a separate offense.

The issue in St. Louis is that you have a maze of interconnected jurisdictions that each have their own police force and courts. They each have municipal budgets that have discrete revenue line items for fines. And they're extracting these fines from people who don't have have adequate resources to a) pay the initial fines, b) appear at multiple court hearings, and c) obtain adequate council to understand the law and protect themselves.

The system is set up to extract revenue from people who really aren't in any position to do anything about it, not to enforce the law.
