They have been trying. The group that was working on this even asked for anonymous ideas from people (Congress) and promised no names would be attached. Huge amount of Lobby $$ against any major change.

Many Fortune 500 companies manage to pay zero tax or get refunds in some years, and many claim billions worth of tax breaks.
Many individuals pay nothing. Of 145 million personal tax returns in 2011, 54 million (more than a third) had zero tax liability or got refunds.
This doesn't sound right. If you got a refund, doesn't this mean that you "overpaid" your taxes? That would mean you paid taxes. Either these are very misleading statements, or poorly written ones.
