I think he wants to get in on some of the cash flow for Wilson's defense. Another bottom-of-the-barrel cop whose last boss felt he wasn't good at his job and never would be. Nice bookend for Wilson, fired en masse with the entire police force he worked for before Ferguson. CID may be a bitter and useless old fvck but he's right about police unions.

The thing that didn't give this kid a chance was the fact that the police car pulled right up next to him. WTF? Why not stop some 50 yards away, use the car as a shield, and shout instructions? These cops put their own lives in danger by driving right up to him, thus causing the knee jerk reaction.
But again, the results of a root-cause analysis would reveal that the kid should have
1. Not had a gun in a city park, and
2. Obeyed the commands of the cops

1) Why is he out, just hanging out alone on a sidewalk?
2) Why did the cops drive up on the grass? Why not stay on the road?
3) Without audio, there's no way to tell if the police had shouted commands. From the time it took them to open the door and the kid fall, I can't imagine you can do due diligence in commanding and waiting for the intended response.

1) 12 is not that young to be hanging out by yourself. (but depends on the hood)
3) 2 seconds.

You don't need police training to see that there wasn't any time in between the police arriving and the kid getting shot to realize that there's no way a command ( or 3) can be ordered, received and followed.
