1 - It has always been done with the minor countries this way, and we have survived and thrived as a nation. Nothing to get your panties in a bunch over.

the Reagan and Bush appointees actually knew something about the countries they were being accredited to, and they were well prepared for their confirmation hearings.

There is some debate in the foreign service over political appointees. The general consensus (with occasional caveats) is that people from outside the service bring a certain value added aspect to things. To many countries, having someone close to the President as ambassador is seen as an honor.

What some of the Obama appointees did at their hearings was frankly embarrassing. The prospective Amb to Norway was particularly offensive to the Norwegians (he couldnt even say what kind of government Norway has).
