People in qualifying groups must pass criminal and national security background checks, pay taxes and a fine, and prove their eligibility.
The groups are:
Parents of U.S. citizens or lawful permanent residents who have been in the US since January 1, 2010,and who are not 'enforcement priorities'
People who were brought to the U.S. illegally as children before the age of 16
No one qualifies for protection under the new guidelines if they were not living in the U.S. as of January 1, 2010.
How do we confirm an illegal immigrant was here in 2009?

Because they said they were of course, why would they lie?
