He signed a lot of the nuclear regulations after Three Mile Island. Carter didn't think it was a very serious disaster, but would not admit it in public because of his party affiliation. This continued the fear mongering of today to continue to battle agains nuclear energy. Carter banned reuse of nuclear energy, like they have in progressive France, hence leaving all this dangerous waste laying around doing nothing. The fear has been so great that when Reagan lifted the ban, there was no money to be found. A real leader would have set the reuse of spent energy in motion. The fear mongering today has the US leadership afraid of pipelines, afraid of fracking, and still afraid of nukes.
