It's not even using human shields. They are not "hiding behind civilians" in the hope of being spared. They are just trying to invite Israel to hit areas where civilians will be killed. Their hope is that Israel WILL hit them so that they'll get a public relations victory.
And the world seems to fall for it repeatedly.
Because Israel continues to fall for it repeatedly as well. When they should be looking to expose Hamas' tactics for what they are, instead of giving them what they want is to be able to parade dead civilians through the streets and have even the biggest cheerleaders on Fox News start to question their methods.

This has been the tactics used by Arabic terrorist groups for the past century. From '67 to '93 it was the PLO, then Hezbollah, then Hamas. Through both Intifada's. I wrote a paper on this in college...when PLO was hijacking planes, taking hostages, operating out of Mosques...and basing operations in and around schools and hospitals. It will always be.
So long as the Palestinians and their supporters refuse to agree to co-existing with the Jewish people (...not just a homeland...their tenet is to destroy the Jewish people anywhere they exist.), there cannot be peace.
Ceasefires, treaties, pacts are not worth the paper they're drawn on. That Obama/Kerry believe they can pull a Mary Poppins magic trick and stop the conflict reveals their ignorance and naivete.
Hamas has been emboldened by recent Islamic extremist gains. Their leader, Meshal, actually believes Hamas can match IDF blow for blow. Were the do-gooder nations to butt out and let Netanyahu finish the job, IDF would complete the eradication of Hamas from Gaza by end of summer.
If the international community cannot refrain from assigning blame for the Palestinian civilian casualties, they should read through the Terrorism 101 guide I linked in the initial post. Specifically, Hamas orders civilians to ignore IDF "impending strike" warnings, so as to increase the potential for civilian casualties.
The media's blatant, overt, attempts to vilify Israel belies the Progressive anti-semitic narrative, which of course, should be ignored.
