No, that's why Rick Perry is having to do it.

Rick Perry is never going to be President so all he has to do is appeal to Texas voters. Obviously crap like that can work in Texas. Of course, Obama's never going to be President again so he doesn't need to appeal to any voters anymore and he seems to be well along that course of action (or inaction in this case).

Rick Perry doesn't need to "appeal" to Texas voters. He's stepping down as governor after this term and in all likelihood is done with political office.
