Every admin since at least the Nixon admin and likely long before has used the IRS to hassle their "enemies". Contemptible? Yes. Out of the ordinary? Not at all.

Lois Lerner and the vast majority of IRS (or any other bureaucratic entities) higher ups are dyed in the wool Donks. If a Conk White House or Conk Senator or Rep asked her or any of the others to target "progressive" groups, her first stop would have been to the WaPo as a whistle blower.
