What's the point of economic sanctions?

I'm still apparently clueless about the logic behind economic sanctions. You're going to teach a dictator a lesson with sanctions that will affect their repressed subjects a lot more than the actual dictators? And the people of the country hit with sanctions are just going to blame the wealthy countries that placed the sanctions even if they have sources of information other than state-run media. Seems like you can't go wrong with sanctions on places like Syria and North Korea. :?

The point is to get at Putins Supporters. Make them fill the economic pain and eliminate some of that support. The circle of supporters that Putin has are extremely wealthy for the most part and of questionable integrity. Putin himself is reputed to have 40 billion stashed over seas somewhere but so far, they haven't targeted him.

Anything more could start the shooting and no one wants that at this time.
