As has been stated many times they don't have to default on the debt. They'd just have to make other choices. It's ridiculous to say that, with the amount of revenue the United States has coming in, that it wouldn't have enough to meet its debt obligations if the debt ceiling isn't raised.
There are an awful lot of programs the United States spends money on that the Constitution does NOT say the Congress has to spend money on. There really isn't any such thing as mandatory spending on programs as Congress can change that at any time. There is not entitlement program that Congress HAS to Constitutionally spend money on.
The Republicans have made it very clear that failing to raise the debt ceiling does not automatically mean defaulting on any debts. It's just that politicians don't like to contemplate what ELSE might have to be sacrificed in terms of programs.
