Is "sex reassignment surgery" health care?

Saw this article where Bradley Manning's lawyer and some others are griping that the army won't pay for Bradley Manning to get a sex change in prison. I've never really been able to understand this issue of calling a sex change health care. How are these folks with "gender identity disorder" different than folks that are unhappy about their height, weight, or face? The standard of care for someone with any kind of body dysmorphic disorder is counseling and depression medication if needed so why is that any different for folks who are labeled as having GID?
If anyone wants to get a sex change then I won't hold it against them, but I don't see why taxpayers should have to pay for prisoners to get them. I've never really understood the whole issue of "gender identity", either. When I fill out a form with personal information I check the box for "male" because that's what my primary and secondary sex characteristics indicate.
I know I'm sounding like JSO with this rant, but I'm just having trouble comprehending this.

I'm struggling with this one. I read an article on prisons withholding estrogen for transsexuals and it leading to self-mutilation, depression, suicide, etc... but in this case is seems awfully coincidental that 'he' wants to become a 'she' as soon as the conviction and sentencing takes place.

Either way, this guy is going to take it in the butt...and his fellow prisoners are going to call him their "bltch".

Not if he becomes a woman. He won't be with the male population. That's why I'm a bit suspect of the timing of this.

Depression isn't unique to gender dysmorphic folks without a sex change. Overweight women with eating problems do that stuff to.

10-4 on that.... Manning is going to get fucked hard and often in prison, the only question is whether he's going by Chelsea or Bradley.

No is the answer you are looking for here. Manning is a male. He has an x and y chromosome. He may feel as if he should have been a woman, but tough shit, he's a guy. And since there's no such fucking thing as fate or destiny, he was always going to be a guy from the second those two gametes bumped into one another. Any mental proclivity to the contrary is a psychological disorder. May not be politically correct or "progressive" to say so, but its a fact nonetheless. Just because the psychs were pressured to say otherwise doesn't change that.
If Manning is gay, well that's just what he is, and if he wants to dress as a woman, well that's fine too. But the govt shouldn't foot the bill for him to indulge his personal fetish.
