Elliott Bronstein is indeed an idiot
But he's mostly just trying to keep the city from getting sued

Rooted in the problem that:
a) Lawyers will do anything for money
b) The courts have a sad history of honoring that behavior instead of punishing it
c) we find ourselves here...
