Yes he was a real president, and Grover Norquist, the Heritage Foundation, and a few others launched the Reagan Legacy Foundation in the late 90's after the Gipper's favorability rating had dipped below 50% to convince conks that Reagan deserved to have every public works project possible named for him as well as being included on Mt.
