The United States has 760 people incarcerated per 100,000 citizens.
The United States in 1980 had 150 per 100,000
Japan has 63 per 100,000
Germany has 90 per 100,000
France has 96 per 100,000
South Korea has 97 per 100,000
Britain has 153 per 100,000
More than half of the US's 6 million are in jail on drug charges... and the vast majority are in for simple "possession."

In spite of the penalties, we still have huge numbers of folks who want to try their luck at possession. Maybe the penalties aren't severe enough? Chances are that if you can carry an ounce without a problem you'll eventually move up to larger quantities.

An oz isn't all that much to carry on your person, but if you plan on carrying more than a qp you will be needing either 12 size too big jeans and jacket or a backpack.
