People like this asshole are a federal contracting officer's worst nightmare.
I do not hesitate to recuse myself from an acquisition when my BS detector for stuff like this goes off. It also doesn't hurt to put a call into the IG immediately afterward, which may have been what exposed this particular douchebag.
