After bobbing-and-weaving for nine minutes, Carney finally says what everybody knows: the president won’t put his plan on paper because he doesn’t want it to become “politically charged” before a compromise can be reached. In other words, you’ve got to pass it to find out what’s in it.

Actually Obama and his political lackeys from Chicago have a plan, and it is the same plan they've employed for the stimulus, healthcare, and now the budget, which is this:

Do nothing, offer no solution, make no proposals,then declare the situation an emergency. Once the emergency is declared blame the GOP for nothing being done that created the emergency, then cut a backroom deal out of the sunshine with his own majority at the last possible minute that is detrimental to the nation and only makes things worse, and attempt to take all the credit for saving us and being the great leader.
