One could argue about whether it should be this way or not but I think the difference is that the petty thief threatened somebody with physical harm in order to intimidate them into giving them the money while the big time thief "just" defrauded people.
Yes I know that in this instance the petty thief didn't really have a weapon. But the point is he acted so as to try to convince the teller that he did and threaten her into giving him money when she didn't want to. Fraud is a different thing. It's basically "violent" crime vs. a con job. I'm pretty sure that if the petty thief would've conned somebody out of $100 instead of "forcibly" taking it from them he wouldn't have gotten anything like 15 years. In fact I suspect he wouldn't have gone to jail at all unless he already had a long record.
