My take:
Do criminals have rights to a sex change? Nope
If the sex change was that important to your gender identity, why didn't you raise the funds to have it done on your own before your life of crime? It seems rather convenient to develop this need once your "needs" are provided for by the state.

YUP.
And on the fringe...give him a shit ton of razors and lock him solitary for a week and see if he gets it done. I say he bleeds out within 24 hours.

That's just sick. I'd do the humane thing and throw in a needle, some stitches, cotton swabs, and some rubbing alcohol.

If you are trying to mooch off of the public dime because you are now in prison, it is your own damn fault. I don't know why these judges keep on granting more and more things for these inmates. I just don't. They are in prison, they should be doing time, not watching tv. They should be raising their own food. They should be producing something for the taxpayers. Fixing/maintaining our roads.

I'm betting a few weeks of special group shower time got the whole gender identity ideas generating with this guy.
To answer the question, IMO it's an elective surgery and taxpayers shouldn't be paying any more than they currently are to give him adequate medical care. I agree that you give him the razors and a mop and let him do it himself in solitary.

I wonder if Opie is qualified to practice in VA. This looks like a great case for him to take up to avenge the bigotry that Ophelia De'lonta is facing in the VA penal (or is it penile?) system.
