I imagine those would be really handy if we needed to quickly contain a biological attack on the United States, or a quick spreading virus. Or maybe we use them when we help out foreign nations when they're dealing with large-scale disasters. I'm sure there's a simple explanation other than the government wanting to kill everyone.
