Overestimate fueled state's landmark diesel law

California grossly miscalculated pollution levels in a scientific analysis used to toughen the state's clean-air standards, and scientists have spent the past several months revising data and planning a significant weakening of the landmark regulation, The Chronicle has found.

The pollution estimate in question was too high - by 340 percent, according to the California Air Resources Board, the state agency charged with researching and adopting air quality standards. The estimate was a key part in the creation of a regulation adopted by the Air Resources Board in 2007, a rule that forces businesses to cut diesel emissions by replacing or making costly upgrades to heavy-duty, diesel-fueled off-road vehicles used in construction and other industries.

The staff of the powerful and widely respected Air Resources Board said the overestimate is largely due to the board calculating emissions before the economy slumped, which halted the use of many of the 150,000 diesel-exhaust-spewing vehicles in California. Independent researchers, however, found huge overestimates in the air board's work on diesel emissions and attributed the flawed work to a faulty method of calculation - not the economic downturn.

The overestimate, which comes after another bad calculation by the air board on diesel-related deaths that made headlines in 2009, prompted the board to suspend the regulation this year while officials decided whether to weaken the rule.

The off-road regulations are intended to help address these non-attainment areas.

The California Air Resources Board (ARB)—the state organization chartered with providing safe, clean air to Californians and thus the group tasked with implementing the state’s advanced air pollution and greenhouse gas regulations—has been in turmoil recently.

Last week, ARB Chairman Dr. Robert Sawyer told the Los Angeles Times that he had been fired by Governor Schwarzenegger for refusing to follow orders to limit the number of immediate greenhouse gas regulations (earlier post), and for refusing to fire Air Resources Board Executive Officer Catherine Witherspoon.

“I was fired, I did not resign...The entire issue is the independence of the board, and that’s why I got fired,” Sawyer said in a telephone interview with The Times.

Sawyer said he had declined to fire the agency’s embattled executive director, Catherine Witherspoon, and objected when his longtime communications director Jerry Martin was also fired, then reassigned to another agency by the governor’s office without notifying him. Finally, last week, he said he was called by a Cabinet secretary who ordered him to limit to three the number of so-called early action measures the board was considering to slow global warming.

The cumulative PM and NOx emissions reductions from 2010 to 2030 are expected to prevent approximately 4,000 premature deaths and tens of thousands of cases of asthma-related and other lower respiratory symptoms.

The ARB estimates that there will be significant health cost savings of $18 to $26 billion over this time period, primarily from avoided premature deaths. ARB estimates the total cost of the regulations is expected to be between $3.0 and $3.4 billion, in 2006 dollars. The state’s construction companies say it could be at least three times that amount.

This law was supposed to save millions/billions of dollars mainly through the prevention of premature deaths. So, a law designed to save the planet by preventing premature deaths is actually killing the planet because there are too many people? :ugeek:

Never ceases to amaze me how these fucks try to hide their greed in the "advancement of man and the economy" bs. Social culture is censored to further government agenda. Freedoms (as well as essential commodities: energy, water...)are re-defined as "privileges" assigned by government proclamation, then gradually weighted using "social engineering" education to create the perception those freedoms harm the "greater good"...before the freedom is restricted, then outlawed, only later to be returned to a specific "class" whose "needs" require said "privilege" (...and have the means to pay for the privilege)..."for the greater good".
All of these oppressive mechanisms are routinely monitored and regulated by government, for a "fee", with draconian penalties for "offenders".

The methods are endless. They are real. They're happening today, in the United States.
