The Democrats can't put up a polarizing figure for the rebuttal, so that leaves out Pelosi, Waters, Warren, etc.. Also, there are quite a few top Democrats that are contemplating running in 2020, so they're out. That leaves you with the rising stars who will grab the viewers attention and hopefully bring in some fundraising $$$s. There's a split in the Democratic Party which could widen and might preserve Republican control.

But what he said is correct. Trump is AWFUL making speeches using a teleprompter. Absolutely AWFUL. The whole thing with Trump speeches is looking to see if he's going to go completely off the rails. And if he doesn't people say he did well. It's kind of like if someone with Down's Syndrome is making a speech. He is not held to the same standard as most people would be. He gets through it and people say, "Ok he didn't completely implode so that was OK."
And it's really ironic because of all the time he spent during the campaign talking to his cultists about people who use teleprompters. Now it's not only that he has to do it to avoid disaster. He's absolutely terrible at it.
