The "Who Said It" (without Googling) Thread

This could be fun.

Rules:

1. Post a real political quote made by a historical figure (they don't have to be dead and they don't have to be a politician).
2. Others try to guess who said it.
3. Don't Google the quote. Integrity please.
4. The first correct guesser gets to post up the next quote.
5. Don't post a false or incorrectly attributed quote, verified by Snopes or the like. Integrity please.
6. Repeat.

Oddly enough, the AR-15, the AK-47, and 30-round magazines were all already invented when that quote was made.

Has a cool demeanor (can't be most any of the presidents FDR or later) and doesn't sound like one of the very early presidents. Sounds too libertarian to be most of the 20th century presidents. Probably someone between reconstruction and the great depression.

I'm going to guess Chester Arthur.
