How many middle class, upper middle class or “rich” as Clitz put it, are going to take a day off from work & a good chunk of their day to travel to and sit in a local traffic court to fight a couple hundred $$ ticket that they may or may not get out of? And that’s if you live locally to where you got the ticket. If you live in a different area an hr or more away or out of state forget about it.

I must admit I'd have to refresh my memory on what it takes to do a Constitutional Amendment. I think I remember that it starts off either with Congress or States developing a supermajority to put it up for ratification then a supermajority of States has to ratify it. On this one I don't think it's unfair. I think the insurance companies have risk models that justify what they do. In fact I think the unfairness that comes in in this realm is associated with egalitarianism. Insurance companies are not allowed to use race as a factor, for example, even though risk models show that it's significant. With sex it's OK for them to charge people higher for being male but not OK to charge people higher in other areas because they're female.
