I think C r u z is clearly up but the particular poll I think you're talking about is done by Dixie Strategies. Dixie Strategies does "robo call" polls; which are not as good as live call interviews.

On RealClearPolitics the latest poll as I type at this point is a Quinnipiac poll. It has C r u z up by 5 and I think it's a better poll. But there's no statistically significant difference between the two anyway. If you consider the margin of error the Dixie poll estimates C r u z by from 2 to 18 points and the Quinnipiac poll esimtaes anywhere from Beto by 2 through C r u z by 12.

When I look at all the polls up at RCP and assume they all represent current sentiment I'd put the 95% interval at from C r u z by 1 through C r u z by 13. So yes it looks good for C r u z.
