A public Utility Structures responsibility is to provide reasonable unrestricted access to said "utility"
It is not their responsibility to tell you what you can use the provided utility for

What happens if a private company dominates the commons to a point where they dictate how and by whom it gets used?
Until we classify our broadband infrastructure as a public utility Comcast can do whatever it wants
However our government doesn't have the balls or the honesty and transparency to do so...
Our Federal Servants are bought and paid for by private monies and do what they are told
