The question would be, "is it worth it"? It's a matter of degree and values. Some would say any reduction in plastic waste, including straws is worth the inconvenience. The planet and our children's future is that important.
I'm not that extreme, and I have issues with government regulation.
But we are already looking into replacing plastic straws at our business. That's a voluntary decision and one we can feel good about (if that's ok with you, pwnsie...
) It's also a good PR move. And yes, if the alternative biodegradable straws (hemp anyone?) aren't improved to a point where they match the effectiveness of plastic, we will continue to keep a small supply of plastic on hand for those with disabilities.
If the abolition of plastic becomes mandatory due to county statute or state law, I'm guessing we'll be required to post stickers and have a line on our menu that reads "plastic straws available for those with disabilities".
