That’s because it’s been reported that Senate Republican leader Mitch McConnell secured language in the new government funding bill that includes nearly $3 billion for a dam project in his home state of Kentucky.
According to reports, a provision in the funding bill includes $2.918 billion in funding to the Army Corps of Engineers to install locks as part of the Olmsted Dam and Lock Authority Project on the Ohio River.
A recent investigation by the St. Louis Post-Dispatch found that the project has run millions of dollars over budget and should have been completed “years ago.” The U.S. Army Corps of Engineers estimates that the project will not be fully complete until 2024.
McConnell’s spokesman dodged a question about the funding provision when asked by local radio affiliate WFPL.

Maybe I glanced at this too quickly, but it sounded like the $2.9B was for a project on a river that straddles KY (McConnell) and IL (Durbin) where both states benefit equally. So why are folks only talking about one side of the river? I guess it just makes for good media and so people like Jelly can have their opinions given to them.

Actually, Illinois benefits very little from it. While the other half of the dam is in Illinois, the Lock/operations are in Kentucky. Illinois farmers/etc. use the Ohio River very little - the Illinois/Mississippi River system is the main conduit for Illinois farm/coal being shipped to New Orleans.
This benefits Kentucky, Tennessee (barge traffic up and down the Tennessee and Cumberland Rivers, which are affected by this projected) and to a lesser extent Indiana, Ohio and West VA.

The lock and dam are replacing Lock and Dams number 53 and 52. Will reduce delays in shipping, lowering costs to all of us, and is a needed upgrade to the nation's infrastructure.
